Policy-makers play a key role in uplifting our local food system so that it works for all people in Syracuse, Onondaga County, and Onondaga Nation. Through a survey, SOFSA asked this year’s election candidates about how they support a healthy Central New York food system and where they stand on specific food policy issues. We reached out to candidates with publicly available email addresses running for the following seats on the November 7, 2023 ballot: Onondaga County Executive, Onondaga County Legislator, and Syracuse Common Council. Responses are quoted (verbatim whenever possible) below.
Onondaga County Executive
William T. “Bill” Kinne
(DEM Candidate for Onondaga County Executive)
What are three of your priorities that reflect your commitment to a healthy food system for the Central New York region and your constituents here?
“[1] First of all, we need to maintain as much farmland as we possibly can, because locally grown agricultural products are extremely important. So if we need to help farmers, we must do it.
[2] Secondly, we have too many food deserts in our community. I would try to help solve that issue.
[3] Last, but not least, I would do whatever I could as a county executive to make sure that everyone has food, especially our children”
How often do you visit or shop from farms and small producers in Onondaga County? What are the types of #OnondagaGrown foods and beverages you love to purchase?
“Honey, maple syrup and vegetables. When I was a drinker even though I never drink much in the last 50 years, I will try to purchase local beer”

“As already mentioned, I am a former middle and high school English teacher. I saw firsthand what lack of access to healthy food does to child cognition and development. I also witnessed firsthand the weaponization of access to the free food that the government provides to students through our schools–administrators implemented a zero tolerance policy for students who were late to school. Late students did not receive their meal. Trust me when I say access to affordable and nutritious foods is a priority. It is a human right. I will work with legislators to implement policies to reduce our outrageous childhood poverty rate. This is the most embarrassing statistic for Onondaga County. We believe we can and should do better and I will fight to implement change that will lower the statistic. The legislature has been Republican led for 60 years and Syracuse has watched our childhood poverty rate increase under their leadership. It’s time for a change of leadership. The best book I read as a PhD student was School Lunch Politics by Susan Levine.”

What are three of your priorities that reflect your commitment to a healthy food system for the Central New York region and your constituents here?
“Transportation. Too many people’s opportunities—for work, for housing, for community, and for food—are constrained by Onondaga County’s inadequate transportation network. Decision makers across the county act as if the only way that anybody ever gets from point A to point B is by driving their own personal car, but a quarter of all households in Syracuse don’t even own a car, and many more cannot afford to drive every single place they go. This is an enormous impediment to creating a healthy food system in our community, because it means that too many families cannot get to a store or a market or a distribution site to access healthy affordable food, and I am committed to changing that.
Smart Growth. For seventy years unplanned sprawl has eaten away Onondaga County’s farmland and pushed local food production further away from our communities. Onondaga County needs effective planning tools to accommodate population growth while preserving open space including both nature and agriculture.
READ MOREPublic health. Covid-19 laid bare the inequities that have ailed our public health system for years. Health outcomes are and have been worse in our community’s poorest neighborhoods than in its wealthiest neighborhoods, and that has to change. Access to quality affordable food is a key social determinant of health, and so Onondaga County needs an equitable healthy food system in order to create an equitable public health system.”

“People in Syracuse’s neighborhoods need better access to quality affordable food. There are two simple ways to make that happen.
The first is to bring food to the neighborhood. In recent years we have seen grocery stores close in our poorest neighborhoods, and that’s unacceptable. We can use economic development tools to bring new grocery stores in, but we also have to think creatively about supporting different models of food distribution like the Brady Market on Gifford Street, or the Food Bank’s Food $en$e program.
The second is to bring people to existing grocery stores. We need to improve our public transit system, expand our bikeshare system, and invest in a network of safe streets that connects every resident of the community to quality affordable food.”

This entails advocating for policies and initiatives that help Brady Farms thrive, such as providing access to resources, funding, and infrastructure improvements. Strengthening this local agricultural gem is vital to ensuring a stable and sustainable source of fresh produce for our community.

Additionally, I will work to engage our constituents in educational programs and community events that raise awareness about healthy eating, local agriculture, and environmental responsibility. A well-informed and engaged community is essential for a thriving food system.
By focusing on these three priorities, I aim to contribute to the development of a healthier, more equitable, and sustainable food system for Central New York, particularly within Onondaga County Legislator District 15, while strengthening the partnership with Brady Farms to achieve these objectives.”
How often do you visit or shop from farms and small producers in Onondaga County? What are the types of #OnondagaGrown foods and beverages you love to purchase?
“As a candidate running for Onondaga County Legislator District 15, which is located entirely within the City of Syracuse, I have a strong personal connection to the local food scene. My family and I have been frequent visitors to Brady Farm, which is conveniently within walking distance from our home, for the past five years. We make it a point to visit this fantastic local farm regularly, approximately every other week or as needed, depending on our supplies. Brady Farm has been a cherished resource for us, offering a variety of fresh, delicious, and locally grown produce.
Some of our favorite #OnondagaGrown foods and beverages that we love to purchase include:
1) Mouse Melons: These tiny, cucumber-like fruits are a delightful and refreshing treat. They’re perfect for snacking and adding a unique twist to salads and dishes.
2) Various Peppers: We enjoy the diverse selection of peppers available at Brady Farm, from sweet bell peppers to hot chili peppers. They add flavor and spice to many of our home-cooked meals.
3) Edible Flowers: Edible flowers not only enhance the visual appeal of our dishes but also provide an extra layer of flavor. They’re a creative addition to salads, desserts, and cocktails.
Visiting farms and small producers in Onondaga County has been a rewarding experience for us, allowing us to connect with our local food community, support local businesses, and enjoy the freshest, seasonal offerings. I believe that promoting and sustaining these local agricultural resources is vital for our district’s overall well-being, and I’m committed to working towards a healthy and thriving food system that benefits all residents of Onondaga County Legislator District 15”

As an elected official, how will you invest in community infrastructure to increase food access?
“I want to emphasize that I am taking proactive steps to ensure that stops in food deserts are included in the proposed Bus Rapid Transit (BRT) system. These discussions with Centro and Syracuse Metropolitan Transportation Council were initiated by myself, and I have a scheduled meeting with them to go over their On-demand Bus system as well. The agenda for this meeting will specifically cover the Food Gap areas or Food Deserts to ensure that these critical stops are integrated effectively into the transportation network. Additionally, it’s worth noting that Centro has partnered with VEo, an electric scooter company in Syracuse NY, to expand transportation options and include more locations, which is another positive step toward improving accessibility in our community. As your future County Legislator, making these initiatives a priority will remain at the forefront of my agenda.
As a candidate for Onondaga County Legislator District 15, here’s how I plan to contribute to and build upon these efforts if elected:
1) Advocacy for Equitable Transportation: I will be a vocal advocate for the development and expansion of the BRT system to include stops in food deserts within District 15. Ensuring that public transportation is accessible, convenient, and affordable for all residents is essential to bridging the gap in food access.
2) Community Engagement: I will actively engage with community members, local organizations, and stakeholders to gather input and feedback on the BRT system’s design. It’s crucial that the system is tailored to the unique needs and preferences of our district’s residents.
3) Monitoring Progress: If elected, I will closely monitor the progress of the BRT implementation plan, ensuring that it stays on track and effectively addresses food access concerns. Regular communication with Centro and Syracuse Metropolitan Transportation will be essential.
4) Support for Local Food Initiatives: In addition to transportation improvements, I will support local food initiatives aimed at increasing the availability of fresh, healthy food options in underserved neighborhoods. This may include working with urban farmers, community gardens, and food co-ops to complement the transportation improvements.
5) Collaboration with Stakeholders: I will foster collaboration between local government, non-profit organizations, and businesses to create holistic solutions for food access, addressing not only transportation but also affordability and nutrition education.
By working together with the community, transit agencies, and other stakeholders, we can make significant strides in eliminating food deserts, improving food access, and enhancing the overall quality of life for residents in Onondaga County Legislator District 15. I am committed to being a proactive and dedicated representative to address this pressing issue.”

“Three priorities that I will focus on to help insure a healthy food system for CNY is a focus on protecting of our environment.
[1] Agriculture is a major contributor to climate change and environmental degradation. To create a healthy food system, we need to produce food in a way that protects the environment. This means reducing the use of pesticides and fertilizers, conserving water and soil, and promoting biodiversity.
[2] By making healthy foods affordable and accessible to all within our neighborhood corner stores and by making healthy food options available in schools, workplaces, and other public places in Onondaga County.
[3] I will focus on implementing policy and budgets that will allow these stores to have fresh fruits and vegetables but also by providing a public transportation system that allows family living within food deserts to shop at grocery stores.”

As an elected official, how will you invest in community infrastructure to increase food access?
“As an Onondaga County Legislator , I would invest in community infrastructure to increase food access in the following ways:
Support the construction and renovation of community gardens and urban farms. Community gardens and urban farms provide fresh, healthy food to residents who may not have access to affordable or nutritious food options. I would work to secure funding for these projects and to make sure that they are located in areas with high rates of food insecurity.
Invest in public transportation to make it easier for people to reach grocery stores and farmers markets. Public transportation is especially important for people with low incomes and people who live in rural areas, where access to grocery stores can be limited. I would work to improve public transportation options and to make sure that fares are affordable for everyone.
Provide subsidies to grocery stores and farmers markets to make healthy foods more affordable. This would help to make sure that everyone can afford to eat healthy foods, regardless of their income.
Create food banks and other food assistance programs. Food banks and other food assistance programs provide food to people who are struggling to afford food. I would work to expand these programs and to make sure that they are accessible to everyone who needs them.
Educate residents about healthy eating and how to find affordable, healthy foods. I would work to develop and implement educational programs that teach residents about healthy eating and about the resources that are available to them.
In addition to these specific initiatives, I would also work to create a more equitable food system by addressing the underlying causes of food insecurity, such as poverty and unemployment. I would also work to promote sustainable agriculture and to reduce food waste. I believe that everyone has a right to access healthy food. By investing in community infrastructure and addressing the root causes of food insecurity, we can create a food system that is fairer and healthier for everyone.”
